The competition has been sponsored by HSBC Banking Group since 2014.  The proposal was well received by the Tongan rugby sevens team, which will be one of sixteen teams participating in the tournament. Coach Tevita Tu`ifua said of the news: “We are so excited and very happy and it is a blessing for us to participate in every tournament for the sake of the home rugby sevens programme.”  15.4 Access to the grounds during the induction visit may be used for a maximum of 1.5 hours. Unions can perform a full boot training run during this period, as long as there is no scrum or repetitive activity that could damage the playing surface. The practice of kicking may extend beyond the 1.5-hour access period, subject to prior agreement between the Visiting Union and the Host Union.
Any restrictions on access to the pitch imposed by the host union`s match manager (or a person with equivalent responsibility) will apply to both federations, whether such restrictions are due to adverse field or weather conditions or otherwise. The first season of the World Sevens Series was the 1999–2000 season. At the launch of the series, Vernon Pugh, President of the International Rugby Board, described the IRB`s vision for the role of this new competition: “This competition has created another important element in the IRB`s efforts to establish rugby as a truly global sport, widely visible and constantly improving the standards of sporting excellence.” New Zealand and Fiji dominated the first set, meeting in the finals in eight of the season`s ten tournaments, and New Zealand narrowly won and overtook Fiji by winning the final tournament of the series.  It is also important to note the requirement that changes to the planning of international matches or tours must be approved by World Rugby before they can be made in accordance with World Rugby Regulation 16.1.1. (a) An expert shall be appointed by mutual agreement between the host association and the host association. For the avoidance of doubt, all referees selected for these matches must be part of World Rugby`s elite panel of referees, unless the host union and the host union agree otherwise. 23.5 If a match is interrupted by the referee after the start and cannot be ended on the same day, it will be postponed as soon as possible, subject to the agreement between the host association and the host association. There will be extensive consultation between the host association and the host association, with both parties trying to set a date for the postponement of the match, but in the absence of such an agreement, the host union will have the right and discretion to determine when the cancelled match will be postponed. The year after the International Olympic Committee announced in 2009 that the Rugby Sevens would return to the 2016 Olympic Games, most of the “core teams” in the series began offering full-time contracts to their players. These annual salaries can range from €18,000 to €100,000. England offers some of the most generous salaries, ranging from around €25,000 to over €100,000. New Zealand has a graduated system with salaries ranging from over €23,000 to around €52,500 for its top four incomes. The base salary for Scottish Sevens players is between €22,500 and €40,000.
